has something to do with verifying ur account to make sure ur not a hacker... same thing happened to me, had to add a 20$ steam card to my account

I didn't have to spend more money to verify my account.  I just had to have multiple methods like e-mail and cellphone.  BUT, I did spend some money to rank up to Level 12 so I could allow more than 350 friends.  I kept having to trade people out and I didn't like that.
